Recent housing problems in Taiwan

Housing affordability has been a major concern for many people in Taiwan, especially young people. The most recent data from the Ministry of Interior shows that the housing price to income ratio is 15.01 in Taipei City, which is higher than that of Hong Kong and Vancouver. The government has been very slow to take effective actions to cool down the housing market, such as the tax reform to increase the property tax and the tax on the capital gains based on the housing sale. One reason is that many legislators represent the interests of real estate developers, so tax reform is very difficult. The social discontents on the skyrocketing housing prices are strong, and they continue to be a political request for the forthcoming elections for mayors and president. Some tax reforms will be enacted in the future if the social pressure persists. At this moment, the central bank of Taiwan is trying to tighten the mortgages available for home investors, though the effect is not as powerful as the tax reform can be.
The social housing movement started in Taiwan in 2010. Social housing means the houses owned by the public and are primarily rentals. This is a new idea because most of the government-constructed housing has been sold to the buyers in subsidized prices, so the number of social rental housing is very tiny. Only about 0.08% of housing stock is qualified as social rental housing. The idea of social housing was proposed by the housing movement and it immediately received wide social support. However, the government has been very reluctant to provide social housing. The major reason is that, being a productivist welfare state, welfare provision in Taiwan has been based on the concern of stimulating economic development. Social rental housing is considered as a heavy financial burden and extra work of management for the government. Therefore, the government prefers to use incentives to invite private developers to build social housing by providing public land and extra floor space.

有關住宅解決方式的疑惑與雜感

聽起來產業界和學術界都有類似的問題,就是用不當的規則,保護一些阻礙創新的東西,衍生一些惡習(像是大老而非大師)。現在最有可能倒的是後段的私立大學,但私立大學進用最多學術界的新人,國立大學的師資不見得是優質的,但卻會被國家現有的制度和社會養得好好的。這種自由淘汰有問題。矽谷的發展,蓬勃和彈性的社會組織,和科技人士形成開放、創意的氛圍很重要,但也和加州是美國的國防重鎮有關。一些重要科技的突破是來自國防工業以及科學家,國家的制度還是重要。如果國家的制度只保護既有的既得利益者,不給一些新起的企業和後起之秀機會,必然會扼殺創意和社會調整的能力。我關心的住宅問題也是,現在的住宅政策是在保障擁有很多房屋的人,而不是在幫助無屋的人。這種國家制度的發展,一直在作繭自縛,把很多問題往打死結的方向走,可惜。

從社會住宅角度談為何反服貿
***這一篇是寫在3月24日之後,看到鎮暴令人驚訝的暴力行為寫的,投在天下獨立評論的讀者投書,不過,現在反對學生運動的言論已經開始發動,怕時間來不及聲援學生,決定趕快退稿,登在自己的網誌。***
從郝明義先生辭國策顧問的聲明開始,我就一直很注意服務貿易協定的發展,也讀了報章雜誌的ㄧ些學者的分析,有很多正反的意見,可以看到不同立場的人所想要維護的利益。有些已經在中國發展很好的人,基於不同的產業在服貿的優惠條件,被優惠到的大力支持。一般民眾會想去瞭解的不太多。學者的發言有好幾類,其中重要兩個,一是基於保護台灣的弱勢族群和民主自由的角度,最欽佩的是吳介民等學者自由人宣言所提倡的人權憲章,另一種是從貿易協定不可避免的角度談,為政大童振源教授所主張。
吳介民等學者的自由人宣言,當時很多人認為太天真了,但仔細讀真是侃侃肺腑之言。公平貿易和全球環境變遷,在目前經濟發展的討論理,是常常要談的兩個面向。富士康在中國剝削勞工已經是一個黑標籤,台灣整體企業如果有這樣的國際形象,對台灣的產品非常不利,尤其現在網路訊息極快,壞事傳千里,想要澄清都很難。雖然,很多台灣人認為大陸的人權是大陸人民必須自己爭取的權利,但從服貿在台灣引起的爭議,可以看到大陸對台灣影響極大,這樣的影響已經從我們身邊的人傳達出來,人權是一個重要保護自己,同時也可以協助大陸人權發展的重要底限。而且,人權如果在台灣變成重要的原則,那麼迫遷、基本居住權、各種弱勢族群的基本權都可以受到保障,減少台灣目前群起的社會抗爭,減少內耗,有了一個重要的經濟發展和城鄉發展原則,對整個社會發展是有利的。我覺得這想法真的太棒了!! 為我各種苦思的問題找到一個出路。

洄瀾之城: 一個新的太平洋都市想像

在世界適宜居住的城市排行中,可能在十年內台灣的各城市都沒有機會入榜,然而,如果花蓮都會區的市民看的是二十年或三十年,現在奮鬥總是來得及。花東四百億可以創造許多未來的可能,永續發展的視野看的是從現在開始的未來。政治人物上台下台,終究是過客,作為一個花蓮的市民,我們要努力監督和要求一個有未來視野、負責任的地方政府,以提升花蓮的生活品質為首要任務,成為國際級高品質的都市絕對是一個可想望的未來。
編按:作者目前旅居美國講學,本文由自身城鄉規劃的專業背景出發,以都市規劃師的規畫報告書寫作方法,條列式地舉出過去在東華教學期間對花蓮市區的觀察。跨海提出「觀光是一個日常生活的展現,也是一個當地生活的體驗。觀光客常常是從當地居民享受都市生活的方式,來享受都市的品質,如果,當地居民必須忍受種種劣質都市規劃所造成的不便,觀光客也會有同感。所以,一個以觀光為主的都市規劃,必須以建造一個市民所喜愛的都市為優先。」的懇切建言。文中不僅回到日常生活中基本的食衣住行育樂來看花蓮市區的都市規劃,進而拉高視野、放眼國際,讓讀者們可以看見加拿大多倫多市的Dufferin Grove Park如何進行社區改造計畫,以及多明尼加為將Punta Cana發展成觀光城市,給予跨國觀光企業過多優惠和減稅措施後產生的社會問題。期能做為台灣中央及花東兩縣地方政府做出「花東地區永續發展策略計畫」最後決定前的參考,規劃出兼顧都市發展與居民生活的完善內容。全文約8000字,接下來本刊將以連載的方式陸續刊出。

美國普魯特伊果國宅的故事
PS這是兩年前,回應漢寶德在中國時報的投書,但沒有被刊登,現在普魯特伊果國宅在台灣播放,大家可以比較了解背後的故事。
1972年美國聯邦政府拆除普魯特伊果國宅,這個國宅被炸毀的影像一直被作為平價住宅失敗著名的例子。這個案子的失敗,建築評論認為這是現代建築的問題,因為現代建築強調國際風格,沒有考慮到現在廣為所知的綠建築重要原則,像是通風節能這樣的設計。而且整個社區竟然沒有兒童遊戲場,由此可看到當初的建築師並沒有針對建築使用者作設計這樣的概念,這也是現代建築被詬病的地方。

這篇文章暴露出台灣的都市規劃教育,一直還停留在很過時的都市理論中,沒有討論正義的問題,沒有討論利益衝突的問題,沒有反省規劃師到底為何而戰。推薦一個都市計畫學者的演講,Susan Fainstein在紐約New School的演講,請特別注意引介演講的紐約規劃師那一段(第二位講者),對他的專業掙扎的一段非常誠懇的述說。Susan Fainstein去年從哈佛大學規劃與設計學院退休,正義的城市是她的集終身的重要著作。
